Management Bios Charles J. Bardo – Founder Charles Bardo has been involved in the cooling tower industry since 1971. He spent the first six years of his career with Zurn Industries and was responsible for building the Zurn Cooling Tower Division. He left Zurn in 1977 to join Justin Industries and became President of Justin’s subsidiary Ceramic Cooling Tower Company in 1978, a position he held until he retired in 1999. Bardo has extensive working knowledge and experience in all phases of cooling tower design, tower application, construction and product development. Under his leadership the industry was changed from one that built its Field Erected towers in wood, steel and concrete to Composite Fiberglass. The first of his seven patents filed in 1983 revolutionized the design and construction of cooling towers. David M. (Mike) Bickerstaff – President
Mike Bickerstaff
offers 28 years of experience in the erection of cooling towers and air cooled
condensers for air conditioning and process and power applications. He has held
senior construction management roles with Marley Cooling Technologies and the
former Ceramic Cooling Tower Company. He is an accomplished construction
management strategist who focuses on maintaining a professional and safe working
environment. During his career, he has supervised the construction of numerous
wood, FRP, concrete and metal towers with projects valued to $40 million. His
innovative and creative construction planning system shortens construction time, reduces costs, and improves safety and
health programs. Jesse Q. Seawell, P.E. – (President 2004-2008) Jess Seawell’s career spans over a 25 year period in the cooling tower industry. He has held positions at the executive level in engineering, operations, and marketing while at the former Ceramic Cooling Tower Company. Mr. Seawell has a Bachelor of Science degree in Mechanical Engineering from Vanderbilt University and is a licensed Professional Engineer in the State of Texas. Seawell holds multiple patents in the structural and mechanical design of cooling towers with one patent pending and is considered a technical expert on composite materials and their application to cooling towers as well as the leading industry consultant for FM Approval as applied to cooling tower design. Seawell has presented numerous articles and related technical publications to the cooling tower and power industries. Jess Seawell has held the role of Chairman of Cooling Tower Institute’s (CTI) Committee on “Fire Retardant Construction of Cooling Towers,” Vice President of CTI Committee on “FRP Tower Structural Design,” and Voting Member of NFPA-214, Past ASME Section Chairman. James A. Bland – Sr. Vice President & Vice President Engineering James Bland entered the cooling tower industry in 1989 in design and project engineering, and assumed the role of engineering manager for the former Ceramic Cooling Tower Company; where he oversaw the structural analysis of all cooling tower projects. His special knowledge of structural design of composite structural cooling towers led him to acquire two patents on FRP structure design. Mr. Bland is also an innovator and leader in the industry for automated computer design of cooling structures. As a member of the Cooling Technology Institute, James Bland has participated in the development of Structural Fiberglass Guidelines and various other committees. He presented “Diagonal Bracing Connections in Fiberglass Cooling Towers” to members of both the CTI Conference and ASCE Southwest Conference. Mr. Bland holds a Bachelor of Science degree in Mechanical Engineering at the University of Texas at Arlington. Toby Daley, P.E. - Vice President of Technical & Marketing Services Toby Daley began his engineering career with Ceramic Cooling Tower Company in 1973 where he held titles of V.P. of Engineering/Research and Development and Chief Operating Officer during his tenure. Mr. Daley holds a BSCE from the University of Texas at Arlington in Civil Engineering specializing in structural analysis and finite element analysis and fluid dynamics. Past Adjunct Professor for the University of Texas at Arlington Civil Engineering Department developing course content and teaching Fiberglass Composite Structure Design at the Masters and PhD course level. He is a member of Chi Epsilon and Tau Beta Pi National Engineering and Civil Engineering Society. Mr. Daley is an active member of Cooling Technology Institute and has held the positions of President, Treasurer, Board of Directors and has Chaired several committees. He is currently Chair of Engineering Standards and Maintenance Technical Committee. Mr. Daley’s published works include Optimization of Flow Field Structure in a Cooling Tower through Computational Fluid Dynamics Analysis, Design Methodology and Recommended Maintenance for FRP Composite Structured Cooling Towers, and A Performance Comparison of Counterflow Reduced Fouling Fills. James (Jim) Baker – Vice President of Sales and Marketing Jim Baker brings a unique marketing diversification to CCS through his 28 years of involvement throughout the cooling tower industry. Mr. Baker worked from 1980 through 1992 for Phillips 66 as their Cooling Tower Specialist. This role enabled him to acquire experience on the owner and operations side of the business. From 1992 through 2006, Mr. Baker worked for Marley Cooling Tower Company and later SPX Cooling Technologies. In this role he marketed everything from HVAC cooling tower products to the large power industry projects. Mr. Baker is an active member in the Cooling Technology Institute where he currently serves as Chairman of the Engineering Standards and Maintenance Committee. He has been an active member while at Phillips, Marley, SPX, and CCS. He has also chaired the Performance and Technology, Program, Education, and Past President’s Council committees. Mr. Baker served as President and Chairman of the Board of CTI in 2004 and 2005. Mr. Baker holds an Associates Degree in Pre-Engineering from Northern Oklahoma College and a Bachelor of Science in Management of Human Resources from Bartlesville Wesleyan College. Jim has been married to Linda for 25 years and has two children Emily and Travis. Derrel C. Taylor – Chief Financial Officer Derrel C. Taylor is the Chief Financial Officer of Composite Cooling Solutions Mr. Taylor held the position of CFO/Controller for over eight years with the former Ceramic Cooling Tower Corporation.
